The Number That Decides Whether You Have to Tender
Under the Canadian Free Trade Agreement, a covered procurement at or above the applicable threshold has to be advertised openly on a public tendering system. Below it, you have room to run an invitational competition instead — and that is the line i-landing sits under. These are the values in force for January 1, 2026 – December 31, 2027.

Where Canadian Tenders Get Posted
There is no single Canadian tendering system, which is the first thing that surprises anyone arriving from a country that has one. These are the systems a notice actually lands on.

What an Open Process Demands, and What Handles It
An open competitive process is a set of obligations before it is a piece of software. Here is the mapping, one to one.
Open the competition wide enough
Suppliers are never charged to view a solicitation, ask a question, or submit a response — on any plan. A paywall between a supplier and your bid is a bidder-pool problem before it is a cost one.
Publish changes to every bidder equally
Structural changes to a solicitation already in bidding require a draft addendum, which is diffed against a snapshot taken when you opened it and issued to every invited supplier at once.
Keep submissions sealed until close
Responses stay closed to the buying team until the closing date passes. The closing date can only ever be extended, never pulled in — the API rejects a date that moves backward.
Evaluate against published criteria
Weighted scoring is defined on the solicitation before it goes out, and consensus scoring records each evaluator’s score alongside the agreed one rather than overwriting it.
Survive a challenge months later
Every publish, addendum, question, submission, score and award is written to an activity log tied to the bid, so the reconstruction of who did what and when does not depend on somebody’s inbox.

What are the CFTA procurement thresholds for 2026?
For January 1, 2026 – December 31, 2027, CFTA Article 504.3 sets them at $34,700 for goods and $139,000 for services and construction for departments, ministries and agencies; $139,000 for goods or services and $347,400 for construction in the MASH sector; and $694,700 for goods or services and $6,943,900 for construction for Crown corporations. At or above the applicable figure, a covered procurement must be openly tendered.
Where do Canadian government tenders get posted?
Federal opportunities go on CanadaBuys, which replaced Buyandsell.gc.ca in August 2022. Provinces run their own systems — BC Bid, Alberta Purchasing Connection and Ontario’s Tenders Portal among them — while Manitoba uses MERX as its official platform. Many municipalities post through bids&tenders or MERX. No single portal carries everything.
Does i-landing replace CanadaBuys or MERX?
No. Those are where a notice is posted so suppliers can find it. i-landing is where the procurement is run — building the solicitation, issuing addenda, receiving sealed submissions, scoring them, and holding the audit trail. If you are required to post publicly, you keep posting publicly. There is no automated posting integration with any of them.
Is i-landing a Canadian company, and where does the data live?
i-landing is incorporated in Canada and its terms are governed by the laws of Ontario and the federal laws of Canada. The application servers and database, however, run in a United States data centre — not in Canada. If your organization has a hard Canadian data-residency requirement in policy, this does not meet it. The privacy policy states the same thing.
Do Canadian suppliers pay to submit a bid?
Never, on any plan. Suppliers are not charged to view a solicitation, ask a question, or submit a response. A fee between a supplier and your bid narrows the bidder pool an open process is supposed to widen.
Is the interface available in French?
Not yet — the interface is English only. Solicitation content is your own text, so bid documents can be written in any language, but an organization with Official Languages Act or Quebec French-language obligations for the software interface itself should know this before evaluating us.
What currency are plans billed in?
Plans are priced and billed in USD. There is no CAD price list today.
